Changes in Mexican lighting standards for Energy efficiency

Mexico's Ministry of Economy has revised the standard NOM-017-ENER/SCFI-2008 - Energy Efficiency and Safety Requirements of Self-Ballasted Compact Fluorescent Lamps - Limits and Test Methods. In the new version of the standard (NOM-017-ENER-2012) the minimum luminous efficiency requirements for self-ballast CFLs are revised.

The new standard will come into effect on 10 March 10 2013. All those products which have been formally certified by the authorized certification body before this date can still be sold in the Mexican market until the inventory is depleted.

Colored, insect-prevent and ultraviolet CFLs are outside of the scope of these requirements.

The new standard also has a new requirement regarding the minimum CRI value for CFLs which is 77. In addition, the new standard hasn’t used the highest increase temperature standard to replace current requirement for the highest acceptable temperature; the highest acceptable temperature regulation basic remains unchanged.

Furthermore, on 6 November 2012 Mexico's Ministry of Economy has published the standard NOM-031-ENER-2012 - Energy Efficiency of Light Emitting Diode (LED) Luminaires for use on roads and highways and in outdoor public areas - Specifications and test methods. The standard will be effective on 5 May 2013. All those LED Luminaires which have been covered under this standard should be tested accordingly.

The standard has a detailed description regarding outdoor used LED luminaires of minimum energy efficiency requirements, classification, test procedure, labels and market supervision
etc. There is a minimum efficacy requirement of 70lm/W for LED luminiaires used on roads, outdoor used LED lamp have a minimum of 52 lm/W, outdoor used LED flood light have a minimum of 70 lm/W. For all outdoor used luminaires, the measured total value of luminous flux should not be less than 90% of the value which has been marked on the product label. There is also a requirement for the power factor and harmonic distortion. The power factor should not be less than 0.9 and the total harmonic distortion should be no more than 20%.
