Japan: changes to the scope of PSE

In July 2011 the Japanese Ministry of Economy, Trade and Industry (METI) announced that the scope of the PSE safety mark scheme will be extended to include:
- LED lamps and LED luminaires
- electrical vacuum cleaners rated between 1 and 1.5 kW
- Li-ion batteries incorporated in equipment.

LED lighting
Until now, LED lamps and luminaires have not been covered by the PSE scheme unless they came under specific product designations further to the Non-specified Product (NSP) approach e.g. that used for decorative luminaires. Given the increasing use of LED lighting and some reported incidents, both LED lamps and LED luminaires will in future be covered by the PSE-NSP scheme. An appropriate standard is under development.

Vacuum cleaners
So far, the PSE scheme has been limited to domestic vacuum cleaners with a maximum rating of 1 kW. However, as more powerful vacuum cleaners for household use are now being introduced, the scope has been extended to 1.5 kW.

Li-ion batteries
These batteries were included in the PSE scope in 2008. However, there was an exemption period for built-in batteries. This period has ended and Li-ion batteries incorporated in equipment now fall within the PSE scope.

Enforcement with respect to new equipment under the scope of the PSE scheme will start on 1 July 2012. At DEKRA we can help you obtain certification for the PSE mark and provide any further information you need to supply products to the Japanese market.
