China: Update of the CCC scope published by the Chinese State Administration for Market Regulation (SAMR)

The Chinese State Administration for Market Regulation (SAMR) has published an update for the CCC scope in Announcement number 34, published on July 5th, 2019.  21 categories eligible for an administrative license are moved to the CCC scope.  According to CNCA & SAMR Joint Announcement 11 (2018) & SAMR Announcement 44 (2019) a number of product groups are no longer subject to CCC.

Product categories included in the SAMR Announcement 34 and moved to the CCC scope are:

  • Motors
  • Distribution equipment
  • Electric pumps
  • Switch-, control and protective devices
  • Starters
  • Transformers
  • Actuators & solenoid valves
  • Refrigerators & freezers - Connectors
  • Monitoring products
  • Communication & signaling equipment
  • Air-conditioning and ventilation equipment
  • Electric heating products
  • Ex accessories & components - Instruments & meters
  • Sensors
  • Safety barriers
  • Instrument boxes
  • Gas cooking appliances
  • Gas instant water heaters
  • Gas-fires heating & hot water combi-boilers

Starting October 1st 2019, manufacturers can apply CCC Certification for the products listed above. Until September 30th 2020 products with a CNEX, or administrative licenses will still be allowed on the Chinese market but on the 1st October 2020 all administrative licenses will be cancelled. Manufacturers are allowed to apply for a CCC certificate based valid CNEX or administrative licenses.

The regulation states the following products are no longer subject to mandatory CCC Certification:

2018 – Product Groups*

  • Power Tools
  •  A/V Products
  • IET Products
  • WLAN products
  • Low voltage electrical apparatus
  • Motor vehicles and safety accessories
  • Telecommunication terminal equipment
  • Fire protection products
  • Decorative repair products 
  • Security and protection products
  • Circuit switched and electrical equipment for protection of connection

2019 – Product Groups*

  • Cables - A/V products
  • Power Tools
  • Telecommunication terminal equipment
  • Motor vehicles and safety accessories 
  • Welding machines
  • Safety glass

Another 44 products require a Self-Declaration of Conformity (SDoC) starting December 31st 2019 meaning those products are no longer eligible for CCC Certification starting January 1st, 2020. Manufacturers of these products can still apply for voluntary CQC certification:

  • Power tools
  • LVD apparatus
  • A/V products
  • Welding machines
  • Household appliances 
  • Circuit switched and electrical equipment for protection of connection
  • Motor vehicles and safety accessories
  • Safety glass

CCC certificates for the above categories can be issued until Dec. 31st. All CCC certificates for the above categories should be transferred to a SDoC before Oct. 31st, 2020 as the Chinese Certification Body will cancel the CCC certificates starting November 1st. 2020.

For products covered in SDoC-procedure A list, the manufacturer can choose their own testing laboratory as long as it is CNAS or equivalently qualified. For products covered in SDoC-procedure B list, the manufacturer should send samples to an assigned CCC testing lab

In case the manufacturer already has a CCC license and wants to transfer it to a SDoC, DEKRA suggests to apply for a CQC voluntary license simultaneously, as the Market Surveillance procedure for products with only a SDoC are far more strict than those that also have a CQC Certificate. In addition to that, the costs of transferring a CCC certificate to a CQC license are quite low, especially compared to a new application for a CQC license. On top of that, manufacturers interested in supplying to the Chinese government are obligated to have their products, that are exempted from CCC Certification, CQC marked.
