Saudi Arabia: Energy labeling

In Saudi Arabia standards for energy labeling and performance were issued.

The Saudi Standards, Metrology and Quality Organization (SASO) issued the following standards for the energy labeling and minimum energy performance requirements of household appliances, motors and lighting products:

  • SASO 2664/2013 for refrigerators of a capacity of up to and including 1,100 liters (39 cubic foot) and freezers of a capacity of up to and including 850 liters (30 cubic foot)
  • SASO 2681/2013  as well as 2663/2012 for air conditioners for the residential, commercial and industrial sectors with a cooling capacity of less than and including 70,000 British thermal units/hour (20,000 watts)
  • SASO 2683/2007, 2692/2013 and 2693/2007 for washing machines of a capacity of up to and including 12 kilogram’s
  • SASO/IEC 60034-30 for electrical motors (the exact scope of motors included in and exempt from the norm may be obtained from the SASO
  • SASO 2870/2015 for lighting products (applicable as of 1 May 2016.

Prior to the marketing of said goods, a Registration for Energy Efficiency Labeling is to be applied for at the Saudi Label and Standards (SLS).

Registration for Energy Efficiency Labeling

This is a document certifying that manufacturers and Saudi representatives of products requiring energy efficiency labeling are registered with the Saudi Label and Standards (SLS). This document is required for customs clearance and market access.

The registration is to be applied for by the manufacturer or his Saudi representative at the Saudi Label and Standards (SLS). Please notice that SLS is the executive body of the Saudi Standards, Metrology and Quality Organization (SASO) and the Saudi Energy Efficiency Center (SEEC). The application is to be submitted online in English or Arabic through the webpage of the SLS:

The processing time and fee are stipulated by the SLS. The license, which will be issued after successful registration, is valid for one year.

Please note:

Manufacturers located outside Saudi Arabia are to appoint an authorized representative to act on their behalf. Test laboratories are likewise to be registered free of charge with the SLS portal. Energy labeling requirements may be documented in the framework of the mandatory Verification of Conformity for goods shipped to Saudi Arabia. Exporters may hence mandate their conformity assessment inspection provider to carry out the application for registration.

Imported or locally manufactured products must bear a label containing the following details:

  • type of product and its identification marks (e.g., item (brand) name and model, its type number and information required in view of the product, e.g. load capacity for washing machines, or cooling/heating capacity for air conditioners)
  • SASO logo
  • energy efficiency ratio (EER) information
  • information about the annual electricity (and water, in the case of washing machines) consumption
  • legal mandate for the information provided
  • applicable SASO standard.

Since the beginning of 2015, products that do not complying with the revised standards and not carrying the appropriate labels have been banned from being entered into Saudi Arabia. The super ordinate authority, i.e. the Market Surveillance Department of the Saudi Ministry of Commerce and Industry (MoCI), is entitled to withdraw all non-complying products.

  • Document(s) required for the registration:
    • corresponding energy efficiency test report(s), to be issued by an accredited body being a full member of the International Laboratory Accreditation Cooperation (ILAC), not more than six months old at the time of application.
